Because The Queen is considered to be a constitutional monarch, meaning it acts only with the Canadian government ministers. In a complete monarchy, the ruler is like the only person in charge, without the need of anyone. Well today, Canada isn't considered to be a dominion, maybe cause they feel offended, but are now called the member of the commonwealth.
