I would distribute first.

[tex]-5-3x\geq 2(10+2x)+3[/tex]

[tex]-5-3x\geq 20+4x+3[/tex]

[tex]-5-3x\geq 4x+23[/tex]

[tex]7x \leq -28[/tex]
