Solon (around 590 BC), Cleisthenes (508 BC), and Ephialtes (462 BC) contributed to the development of democracy. Usually, the establishment of democracy attributed to Cleisthenes, since the laws of Solon were abolished by Pisistratus and Ephialtes just improved some settings of Cleisthenes.
